RES, A Familiar Smell

The Carthage Press, Thursday, February 2, 2006, reported that Renewable Environmental Solutions LLC (RES) resumed operations on Wednesday, February 1. Should it be any surprise that Carthage residents started to notice an odor in town. According to Paul Vitzthum of the Missouri Department of Natural Resources (MDNR), Springfield Regional Office, the MDNR received 10 complaints Wednesday evening and Thursday morning, regarding odors. Carthage Fire Chief John Cooper affirmed that the smell was a more familiar smell, like RES.
This Carthage area resident called MDNR to report odors on Thursday morning, between 7:15 and 7:30 am. Stink-o-Meter = moderate. I did not appreciate the MDNR employee wanting to argue with me regarding when and where I smelled the stinky, deadlike smell of RES.

Request from the governmental agency that regulates the facility a copy of the "nuisance laws and regualtions" and a copy of the written "nuisance policy and procedure" they follow when responding to odor complaints. The policy should tell you how many complaints they must receive before taking enforcement actions, including Orders for Abatement. The policy may require 5 complaints from five separate household in 24 hours or 10 call in 10 days, etc. Make sure you are following the policy. If your neighbor calls in a complaint, you too should call if you smelled the odor. Another angle is to consider lining up all people experiencing the nuisance and taking the company to Small Claims Court, if you have one, for creating a well documented nuisance. Those small fines can add and catch ones attention.
